Transform Howard was launched on May 24, 2021, in the midst of the COVID-19 pandemic. The goal of the initiative is to transform Howard County into a national model for innovation and digital inclusion by ensuring all residents can access the digital world and the opportunity it brings.

Successes
- Established a partnership with the Howard County Public School System (HCPSS) and the Bright Minds Foundation to provide devices and mobile hotspots to students
- Worked with the school system to increase broadband capacity in school buildings to support a digital learning model
- Expanded free public Wi-Fi to 12 new locations around the region, including Long Reach Village Center, public libraries, parks, and fire stations
- Delivered devices to Howard County seniors and job seekers
Innovation Grants
Transform Howard is proud to announce this year’s innovation grants. Up to half a million dollars will be awarded across the county, with grants ranging from $5,000 to $50,000. The grants will promote innovative solutions that cultivate a thriving, equitable, resilient, and sustainable community.
Public Wi-Fi Hotspots
In September 2020, the County established a partnership with the Howard County Public School System (HCPSS) and the Bright Minds Foundation to provide devices and mobile hotspots to students.
